92 find employment under sports quota: Minister
ITANAGAR, Mar 9: Arunachal Pradesh Home Minister Tanga Byaling today said the state
government has recruited 92 persons in various ranks in state police under sports
quota from the troubled Tirap, Changlang and Longding districts during 2013-

youths from these districts in absence of suitable candidates under the sports quota

State Transport Service General Manager Abu Tayeng in a press statement informed that 5.30 PM is departure time from Chimpu and Banderdewa respectively to the railways station. And from the railways station, the departure time to respective destinations will be 6.30 AM, GM added. Earlier, Chief Secretary Ramesh Negi had assured the people to provide the bus service for Railways Station. ITANAGAR, Mar 9: The pressure is mounting on the authority to act from many organisations over death of a young girl at B Sector Naharlagun in a rented house recently. The All Papum Pare District Students Union today demanded speedy investigation to deliver justice to the family of the deceased girl. The organisations have suspected foul play in the death of girl. Further APPDSU demanded for immediate release of post mortem report saying that false report will not be accepted. Demanding exemplary punishment to the accused, the union appealed to the authority not to grant bail to the accused till the case is proven. A case was registered with Naharlagun Police Station under 302 section of IPC, and accused was reportedly arrested. However, Police said that investigation is on and they are waiting for post mortem report.
APCC castigates BJP
ITANAGAR, Mar 9: Arunachal Pradesh Congress Committee (APCC) today castigated the BJP legislators for staging walk out from the Assembly.

DLVC meet reviews PDS activities in Tawang

Mithun thief gang busted at Kimin
ITANAGAR, Mar 09: Mithun Farmers Club of Kimin informed that a gang of Mithun thieves was busted with arrest of one of its member at Banderdewa yesterday.
Pranab Kaman of Harmuty was arrested by police at Banderdewa when he was asked to collect the cost of two stolen female mithuns sold to a local mithun buyer of Itanagar, informed Mithun Farmers Club Kimin in a release.
The gang was reportedly operating in Kimin area since 2013.
On Interrogation, the accused has confessed of committing the crime with other gang members, namely Ananta Saikia of village, Sibsagaria, under Laluk PS, Assam, who is still at large.
The arrested thief has revealed that they lifted mithuns by Tata mobile from Buka and Belo village of Kimin Circle bordering Pulbari village of Laluk Circle, North Lakhimpur.
Further, he disclosed that they tied the mithuns in the jungle secretly and transported it during night hours.
The Mithun Farmers Club Kimin has claimed that a total of 45 Mithuns have been found missing since last 2 years. The arrested person has also disclosed that the mastermind behind the crime is his wife who is a local of Raga Circle under Lower Subansiri District.

YUPIA, Mar 9: Papum Pare District DEO held a meeting with all the EROs and AEROs today to discuss the implementation of the Election Commission of India directives on improvement in Electoral Roll launching of National Electoral Rolls Purification and Authentication Programme (NERPAP) at DC Office, Yupia.
While minutely discussing every aspect of the programme, the DC cum DEO Papum Pare Tai Kaye called upon the EROs and AEROs to properly supervise and ensure to implement the programme successfully in their respective jurisdictions. He further advised the EROs and AEROs to keep strict vigil to check the duplicity of EPIC and to generate mass awareness campaign among citizens.
Earlier, ERO Headquarter Shania Mize highlighted the main objective of the newly launched comprehensive programme NERPAP. She informed the house that the Commission has directed to complete the whole exercise by first week of August 2015. The main objective of the programme is to integrate EPIC data with Aadhar data base. Coming down heavily on the Govt, Tage Taki said “we will never accept this vote on account.” MLA Japu Deru also wanted to know what compelled the Govt to present a vote on account. There is no emergency situation or natural calamity to present such vote on account, Deru said. In his short speech MLA Kento Rina said “I am not in favour of vote on account.”
Opposing the Vote on account, Tesam Pongte wanted to know why the session was reduced to three days instead of six days as notified earlier.

The implementation of most of the projects are not able to be started due to stipulation of the MoEF for requirement of basin study. The basin study has been completed in respect of Siang Basin and Subansiri Basin for which decision has not been taken by MoEF as of now. For other basins except Tawang Basin (conducted by State Govt), the basin study are yet to be started by Govt of India.

MLAs & Govt. officials violate government order

ITANAGAR, Mar 9: The Governor of Arunachal had recently issued notification restricting the use of red beacon on vehicles in compliance with the Supreme Court order, which have been blatantly ignored by the elected representatives as well government officials in the state.
According to the order issued, 28th February was the last day to remove beacons from unauthorized users which include MLAs and government officials.
As per the notification, the red beacon with flasher on top of the vehicle, anywhere in Arunachal Pradesh can be used by Governor, Chief Minister, Chief Justice of the High Court, Speaker of the Legislative Assembly, Cabinet ministers, leader of opposition in legislative assembly and judges of the Guwahati High Court.
Deputy Commissioners and Superintendents of police will use vehicle fitted with blue light with flasher on top. MLAs and senior bureaucrats who are used to zoom around in the vehicle fitted with red light will have to give it up voluntarily or else get it removed by concern authorities.
While talking to this daily, Joint Secretary (JS) Transport Mimum Tayeng informed that they have started the process of removing red beacons.
“We have circulated order to all concern including MLAs, deputy commissioners and govt. officials to follow the notification issued by Chief Secretary last month restricting the use of red light vehicle,” said JS Tayeng.
She further informed that they have started the process from civil secretariat and many red lights have been removed from various government vehicles.
However many MLAs, and deputy commissioners are still blatantly violating government order by continuing to use red light in their vehicles. In the just concluded assembly session almost all the MLAs were seen driving around in the vehicle fitted with red light with flasher on top. Also none of the Deputy Commissioners and Superintendents of Police have till now removed red light from their respective vehicles. The question is will the authority concern show some courage to take action against the violators ?

TEZU, Mar 9: The multi media campaign on HIV/AIDS with the theme ‘Understand AIDS, End Discrimination’ reached Tezu on March 5.
Lohit District Deputy Commissioner Dr. BM Mishra, who kicked off the rock concert here at Amik Ringya hall, asked the youths of the state, particularly Tezu to share their knowledge on HIV and AIDS with their friends and family members so that maximum numbers of people are benefitted by the campaign.

MWS moots for developing writing system in Mishmi language
ITANAGAR, Mar 9: Given the strong progress of the Hindi language in the region and the dangers of children forgetting how to speak their mother tongue, most of the tribal languages of Arunachal Pradesh are under threat of extinction, stated Mishmi Welfare Society (MWS) in a release.
“There are only some thousands of Mishmi speakers in the state and if no practical writing system is developed and taught in the schools, the Mishmi language will get extinct in the coming 50 years,” the MWS release cautioned.
With the arrival of linguistic expert, Dr. Roger Blench from Cambridge (United Kingdom) the work on Mishmi language has been put on roll. Roger was in Mishmi Hills (Roing and Tezu) for over fortnight studying culture, collecting words and recording sounds. The objective of his study trip was to help Mishmi language speakers to develop a practical writing system in a way that can easily be typed and read and is also easily taught to learners.

Speaking on the occasion, Dr. Blench informed that he was amazed to find four different forms of languages under application in Mishmi community namely, common speaking language, shamans’ language, poetic/ lyrical language and the language of hunters. AIR Pasighat celebrates 49th Foundation Day
PASIGHAT, Mar 9: The All India Radio (AIR), Pasighat celebrated its 49th Anniversary on March 6 last.
On the occasion, a special one hour interview programme with veteran broadcasters, prominent social and cultural activists, artists and resource persons was broadcasted. The team also organised a cultural programme and a mass social service to mark the occasion. All India Radio, Pasighat the oldest Radio station in the state, was established way back in 1966 on 6th March when the state of Arunachal Pradesh was known as North East Frontier Agency (NEFA). It was inaugurated by the Late Kuttik Moyong, Political Assistant and renowned public leader of Pasighat. Initially the capacity of the transmitter was only 1.5 watt. Later, the existing 10 KW MW transmitter was formally inaugurated by former Chief Minister Gegong Apang on 27th January 1996.
The Pasighat Radio Station has a huge collection of rare folk songs of local tribes in its archive and efforts are still on to collect more folklores and other tribal music.

Poor reading skills, lack of facilities plague Govt schools in Arunachal
ITANAGAR, Mar 9: The situation with basic reading is extremely disheartening in Arunachal
Pradesh, according to a report published by Annual Status of Education Report (ASER).
In 2014, only 29.6% of Std III children could read a Std I text fluently and only
44.4% of Std V could read a Std II level text. Even in Std VIII, close to 73% children
can read Std II level text (which implies that 25% still cannot). The report is
compiled based on responses from 9 districts and 229 villages, 4928 households, and
about 9086 children in the age group of 3-
ASER 2014 recorded 52.3% of children in Std V of the state could read an English sentence and out of these children who could read 76.7% could understand the sentence; in comparison only 24% children in Std V, nationally, could read an English sentence and out of the readers only 62.2% could comprehend the English sentence.
Arithmetic continues to be an upset in Arunachal as in other parts of country, but Arunachal children seems to marginally better than the national average. ASER 2014 recorded only 36.9% Std III children in the state could solve a simple 2 digit carry forward subtraction as compared to the national average of 25.4%. Similarly 35.8% children in Std V could compute a 3 digit by 1 digit division in Arunachal bettering the national of average of 26.1% in the same grade.
Teacher and child attendance showed no major changes from previous years.
ASER 2014 indicates that 83.7% of enrolled children in primary schools and 85.0% of enrolled children in upper primary schools were present on the day of the visit.
Trends over time show that children’s attendance both in primary and upper primary schools was higher in 2014 as compared to the previous 5 years. Percentage of teachers present in primary schools was recorded to be 84.7% and 82.3% in upper primary schools on the day of our visit in ASER 2014. This trend, barring a year in between, remains the same over the last 5 years.
The report further stated that School facilities have not seen much improvement.

With respect to drinking water provision and availability, drinking water was available in 53.5% of the schools that were visited. In 2012, this figure was 48.9%.
The status of toilet remains to be a worry. 30.8% of schools did not have a toilet and out of the schools that did only 35.1% was found to be useable. Similarly 51.6% of the schools did not have separate toilets for girls, and out of this schools that had only 24.5% were found to be useable.
Kitchen shed for cooking midday meal was found in only 57.4% of the schools visited and midday meal being served in only 57.5% schools on the day of our visit in ASER 2014.

Although enrollment levels are very high for the age group covered by the Right to Education Act (i.e. 6 to 14 years), the proportion of 15 to 16 year olds not enrolled in school is on the higher side, with 8% of boys and 7.5% of girls in the same age group are currently out of school. But it is comparatively lower than the all over India percentage which is 15.9% of boys and 17.3% of girls in this age group.

In 2005, 2007 and every year since 2009, ASER has also included and visit one government school in each sampled village. Since the implementation of the RTE Act in 2010, the school visit includes indicators of compliance with the norms and standards specified in the RTE Act.
Women emancipation, girl child education key issues during IWD celebration
ITANAGAR, Mar 9: International Women’s Day (IWD) celebration reports are still pouring in from various women groups, organizations, NGOs and associations throughout the state. Women emancipation, education of girl child and gender equability were the key topics for discussion in most of the celebrations.
At Donyi Polo Government College, Kamki, coordinator of Women’s Cell of the college Tage Ampa delivered lecture on key theme of the celebration “Empowering women, empowering humanity”.
Resource persons Karpi Rike, Assistant Professor, Department of English and Dr. Jumri Riba, Assistant Professor, Department of Geography talked on the topic “Status of women in tribal society” and “Women Education with special reference to RTE in Arunachal Pradesh”.
An essay writing competition was held on the topic “Equal rights, equal opportunities: Progress for all” to mark the occasion.
At Khonsa, Chairperson of Women’s Welfare Association Sontung Lowang Bangsia urged the participants to work towards emancipation of the womenfolk of Tirap district adding that no society could make any progress without the participation of the women. She appealed to all to take proper care of the girl child and opined that caring for the girl child should start from the family. She further exhorted the women of the district to maintain unity among themselves and urged them to cooperate with the WWA to serve the cause of the women effectively.
The DFCSO Misimbu Miri said that education of the girl child was of paramount importance adding that the parents should take proper care of the education of girl child.

Chairing the meeting, Marbom Bagra, President APWWS highlighted the activities undertaken by West Siang women and appealed for greater participation among women folk for the larger interest of the society.
Hoksum Ori, Secretary General APWWS gave a detailed deliberation on women movement all over the world.
Yaken Ete, Jumke Gamlin, Gadam Lollen, Lee Sora and others also spoke on the role of women in the society.
Kengo Ori DFWO and Meena Koje, Principal ANM dwelt at length on women related ailments and stressed on timely immunization provided by medical department from time to time. Free health checkup and tip on hand washing were also demonstrated on the occasion by the medical department.
At Tezu, the main theme of the celebration was “make it happen’.
Attending the celebration, Astha Lakshmi, Additional Deputy Commissioner while highlighting the importance of education, encouraged the women in Mishmi society to educate their daughters so that they are able to stand on their own feet and become aware of their life’s choices.
“Education changes the perspective of life and it will provide small details from living a healthy and hygiene life to learning moral etiquettes, something which are essential for a woman to know and understand,” she emphasized.
She expressed her desire to help those women who are in need of help and said, ‘you can share your problems with me.”
District Tourism Officer Dibroo Catherine Boo spoke on the need to cultivate sense of responsibility and respect for women to the sons from early age. As mothers we have that responsibility to teach our sons to respect women right from early age. Our small initiative can bring lots of changes which can prove to be advantageous to the future women generation and our society, she said.
ICDS Deputy Director Amo highlighted on the aims and objective of International Women’s Day saying that the Day gives us an opportunity to celebrate the achievements of women while calling for greater equality.
CDPO Sujan Chai highlighted on the status of women in North East by saying that North East and Mishmi Society in particular is less known when it comes to women discrimination. Changes have come no doubt economically and socially but there is still a miles to go for equality. Empowering women is empowering humanity, she added.
Reader activists of APNE library Wakro remembered and paid tributes to women pioneers and achievers yesterday on the International Women’s Day with a presentation of skits, book reading and poetry recitations.
Complimenting the activists and readers, Anisha Jalan, member Jalan Industries, Dibrugarh, appealed to the activists to strive for excellence in education using the library suitably. Quoting eminent jurist Nani Palkhiwalla, she reminded the audience that a purposeful education alone can empower the society to face the challenges of life.
Jalan handed over to activists Naseeblu Minin and Welly Ngadong, a gift of classics and books on wildlife donated by patron Dr. Ramana Athreya from Pune.

The highlight of the day was the skit on Helen Keller by Asuni Khamblai and team. The life of Helen Keller came alive as a person who had not only overcome her handicaps of being blind, deaf and dumb, but campaigned to make educational facilities available for such disabled persons at school and university levels all over the world. Equally inspiring was the skit by Kishalu Kri and team on Anutai Wagh, the mother of Anganwadi Movement.

Facets of a hospital

Recently, the health minister, the local MLA along with other dignitaries visited general hospital Pasighat. The esteemed authority of the general hospital might have had the pride of showing the grandeur of the hospital to visiting dignitaries, like the indoor wards, the OTs & the pay cabins which are better maintained as per the Pasighat hospital is concerned. To the commoners like us this hospital is a temple and the doctors & the staffs the priests who are the only shoulder to lean on in moments of despair. This, temple has a long history since its inception in 1912, from a mere thatch hut to Present day concrete structure with wide catchment area ranging from remote villages of Siang districts to border area of Assam. It has been felt that many a devoted heads of this institution have tried in their varying capacities to improvise its standard for the benefit of the people. Currently, the medical premise is under CCTV coverage, dustbins well located and visitors’ schedules well specified. Its different matter how much people follows the rule or the staffs executes the rules. But, the internationally appreciated national ripple called Swatch Bharat mission has yet to be implemented in some basic corners within the hospital. The indoor wards toilet still enjoys the age old reputation of stinking hell and window side walls still is painted with paan spits. The fixed waiting chairs thrown off or missing, ceilings cracked, switch board non functioning or broken and drains over flooding. These parts & faces of the hospital also deserves visits of the honble minister & leaders and need to be addressed. After all, this is the millennium hospital and poor man’s destiny. We honour the hospital, the doctors & the staffs greatly and don’t want the hospital deteriorated. And, this hospital doesn’t have alternate power source even during emergency and to lighten the wards.

Renaming Fiasco!
Dear Editor,
The move by the state Govt to rename important public infrastructure in memories of late and departed beloved public leaders is indeed praiseworthy. However, the case of renaming of “Abotani Hall” in Ziro seems to myopic! We don’t think any individual is above our ancestor and forefather Abotani, who is considered the ancestor of entire Abotani belt including Apatanis, Adi, Galo, Nyishi,Tagin and Mishings of Assam. The ABOTANI HALL therefore should be kept intact as a gathering/centre point of all these tribes whenever they are at Ziro and to remind them and reinforce their legacy, pride, roots and their history. Hence, the decision of renaming of ABOTANI HALL by the state govt. should be changed and an alternative suitable place for the designated beloved leader should be provided in its lieu in the interest of TANII belt.
