92 find employment under sports quota: Minister

ITANAGAR, Mar 9: Arunachal Pradesh Home Minister Tanga Byaling today said the state government has recruited 92 persons in various ranks in state police under sports quota from the troubled Tirap, Changlang and Longding districts during 2013-14.

"The government has decided to fill up the remaining vacancies by recruiting local youths from these districts in absence of suitable candidates under the sports quota and the state cabinet has approved the decision," Byaling said, responding to BJP member Tesam Pongte's question as to why the state government was not recruiting youths from the districts in case of non-availability of qualified sports persons.

Indicating to float advertisement for the 82 posts during this year, Byaling assured to fill up the posts with candidates from the three eastern districts.

When another BJP member Laisam Simai brought up the issue that those recruited should be deployed in the three troubled districts to tackle insurgency, Byaling said posting was only done on need based. Adequate civil police personnel were already available in those districts, while para military forces were deployed for tackling insurgency problems, added Byaling. PTI

 

APST introduces shuttle service

ITANAGAR, Mar 9: The State Transport Services is introducing two shuttle services from Chimpu and Banderdewa to the Railways Station Naharlagun from Tuesday onwards. State Transport Service General Manager Abu Tayeng in a press statement informed that 5.30 PM is departure time from Chimpu and Banderdewa respectively to the railways station. And from the railways station, the departure time to respective destinations will be 6.30 AM, GM added. Earlier, Chief Secretary Ramesh Negi had assured the people to provide the bus service for Railways Station. With the introduction of bus service, the commuters could now heave a sigh of relief from hiring private cars.

 

Khonsa township gets water supply

KHONSA, Mar 9: The dwellers of Khonsa Township will no more face any shortage of potable water as distribution of drinking water in the township through the project constructed under Non-Lapsable Central Pool of Resource (NLCPR) has started. While informing this, Binken Nomuk, EE, PHE & WS Division, Khonsa stated that the construction of water treatment plant is likely to be completed by the end of the year and until then water will be supplied through the existing distribution network. Union seeks speedy investigation on girl’s death

ITANAGAR, Mar 9: The pressure is mounting on the authority to act from many organisations over death of a young girl at B Sector Naharlagun in a rented house recently. The All Papum Pare District Students Union today demanded speedy investigation to deliver justice to the family of the deceased girl.  The organisations have suspected foul play in the death of girl. Further APPDSU demanded for immediate release of post mortem report saying that false report will not be accepted. Demanding exemplary punishment to the accused, the union appealed to the authority not to grant bail to the accused till the case is proven. A case was registered with Naharlagun Police Station under 302 section of IPC, and accused was reportedly arrested. However, Police said that investigation is on and they are waiting for post mortem report.

 

APCC castigates BJP

ITANAGAR, Mar 9: Arunachal Pradesh Congress Committee (APCC) today castigated the BJP legislators for staging walk out from the Assembly.

 “It was really unfortunate that the BJP legislators led by Leader of Opposition Tamiyo Taga walked out of Assembly after keeping their share of queries,” said APCC president Padi Richo in a statement adding that instead of walking out they should have waited for the answer for their misgivings and then should have decided for their further course of action.

“We are the largest democracy in the world and appreciate the role of opposition. We believe and hope that the opposition in the state would be more responsible and correct the government in its governance when and where required and not merely oppose it for the sake of opposing”

Stating that the speech on “Vote-on-Account” for four months beginning from April 1st 2015 tabled in the floor of the house by Chief Minister clearly indicates and  provides answers to all the queries raised by the opposition, Richo questioned how can the state government go for a full-fledged budget when the funding pattern and quantum of fund allocation from the Centre is not specified?

Blaming the state government for reducing Assembly session from six days to three days is not correct, he further said adding it is the Business Advisory Committee of the State Legislative Assembly chaired by the Speaker which has members from all the parties including the leader of opposition and former speaker Tamiyo Taga, which decides the number of days of the session considering the quantum of business of the session. The state government or the Chief Minister has nothing to do with this, he added.

 

DLVC meet reviews PDS activities in Tawang

ITANAGAR, Mar 09: Tawang Deputy Commissioner Abhishek Dev, who also is the Chairman of District Level Monitoring Committee (DLVC) stressed on early certification from FPS level vigilance committee for further preparation of all pending utilization certificates for onward submission to the Directorate of Food & Civil Supplies.

The Deputy Commissioner was addressing a DLVC meeting to review PDS activities in the district in his conference hall recently.

The meeting held detailed discussion on implementation of NFSA-13 in Tawang district and its implication.

The District Food and Civil Supplies Officer (DFCSO) D. Boje also raised various key issues that were discussed during the meeting held under the chairmanship of Food and Civil Supplies Minister at Naharlagun last month.

Zilla Chairperson Jambey Tsering while stressing on UCs, requested vigilance committee members at all levels to remain alert and keep a hawk eye to detect any kind of malpractices and diversion of PDS in the district.

 

Mithun thief gang busted at Kimin

ITANAGAR, Mar 09:  Mithun Farmers Club of Kimin informed that a gang of Mithun thieves was busted with arrest of one of its member at Banderdewa yesterday.

Pranab Kaman of Harmuty was arrested by  police at Banderdewa when he was asked to collect the cost of two stolen female mithuns sold to a local mithun buyer of Itanagar, informed Mithun Farmers Club Kimin in a release.

The gang was reportedly operating in Kimin area since 2013.

On Interrogation, the accused has confessed of committing the crime with other gang members, namely Ananta Saikia of village, Sibsagaria, under Laluk PS, Assam, who is still at large.  

The arrested thief has revealed that they lifted mithuns by Tata mobile from Buka and Belo village of Kimin Circle bordering Pulbari village of Laluk Circle, North Lakhimpur.

Further, he disclosed that they tied the mithuns in the jungle secretly and transported it during night hours.

The Mithun Farmers Club Kimin has claimed that a total of 45 Mithuns have been found missing since last 2 years. The arrested person has also disclosed that the mastermind behind the crime is his wife who is a local of Raga Circle under Lower Subansiri District.

Meanwhile, the Mithun Farmers Club has urged them to liaise with their Assam counterpart to apprehend the other accused and the mastermind immediately. It also appealed to the Assam Police, especially Laluk Police to co-operate with Arunachal Police to arrest the absconding person.

 

Meeting of  EROs and AEROs

YUPIA, Mar 9: Papum Pare District DEO held a meeting with all the EROs and AEROs today to discuss the implementation of the Election Commission of India directives on improvement in Electoral Roll launching of National Electoral Rolls Purification and Authentication Programme (NERPAP) at DC Office, Yupia.

While minutely discussing every aspect of the programme, the DC cum DEO Papum Pare Tai Kaye called upon the EROs and AEROs to properly supervise and ensure to implement the programme successfully in their respective jurisdictions. He further advised the EROs and AEROs to keep strict vigil to check the duplicity of EPIC and to generate mass awareness campaign among citizens.  

Earlier, ERO Headquarter Shania Mize highlighted the main objective of the newly launched comprehensive programme NERPAP. She informed the house that the Commission has directed to complete the whole exercise by first week of August 2015. The main objective of the programme is to integrate EPIC data with Aadhar data base. She also requested the EROs and AEROs to mobilise BLOs immediately for collection of Aadhar Number of the electors and to furnish timely report at the heaquarter, Yupia where feeding of the data would be done.

Pointing out the problems regarding engagement of school teachers who will be on vacation during the entire process of NERPAP, the house also discussed with the DEO for creating a provision of crediting 45 days vacation into their leave account so that teachers will perform their assigned duty sincerely. Ita-Dapo STS bus service from Mar 16

ITANAGAR, Mar 9:  Arunachal Pradesh State Transport Service (APSTS) will run buses from Itanagar to Daporjo from March 16, assured the Station Superintendent of Daporjo STS bus station.

This assurance was given to All Tagin Student's Union (ATSU) by the Station Superintendent when a ATSU team met the latter and described the hardship faced by the passengers.

Currently, STS is operating its bus service to Daporijo from Naharlagun which is causing problem to passengers travelling to Daporijo.

Early payment of pending bill demanded

ITANAGAR, Mar 9: The Interim Committee JNNURM Petty Contractor Capital Complex today demanded the Chief Minister for early release of pending bill within 2015. In its representation to CM, the petty contractor stated that since 2010 the bill of project has remained pending.  Pleading the CM to release the pending bill from his discretionary fund, it said that they have waited for four years and that their dependents are suffering.

 

CCTV installation at Seppa town demanded

ITANAGAR, Mar 9: The BJYM East Kameng Unit strongly demanded the concerned authorities for proper investigation into the recent alleged abduction and rape incident of two minor girls at Seppa. Claiming that the crime rates were rising day by day in the district, the BJYM Unit also demanded for installation of CCTV cameras in all strategic points besides activating the emergency dial number (100) and conducting regular patrolling in the township.

 

Association prohibits selling of land, hunting

ITANAGAR, Mar 9:  In order to save the wild life and forest in its area, the All Passa Valley Youth Welfare Association of East Kameng district has prohibited hunting, sawing and selling of timbers, bamboos, use of explosive and other chemicals in fishing in its notified area. The association also put a ban on selling of land for both residential and cultivation to the outsiders. In a release the association informed that violator would be penalized as per the resolution of the association. The decision to ban selling lands, hunting, fishing and collection of raw materials from Passa valley came after a mass meeting which was attended by the villagers, goan burahs, and the PRI members, a release added.

 

Centralization of selection  process demanded

ITANAGAR, Mar 9: The All Arunachal Agriculture-Horticulture Input Suppliers Registered Dealership Association has demanded the authority for centralization of selection process of dealership firms at Directorate level. It justified the demand saying that DAO and DHO apply their own power in selecting the dealerships. A controversy had surfaced over the selection process of dealership of Agriculture inputs at the district agriculture office Changlang recently. However, the DAO Changlang clarified that it has nothing to do with the selection of firms.  The association in a letter addressed to the Chief Minister also demanded immediate cancellation of work order issued by the District Agriculture Office and District Horticulture Office alleging that it was done through pick and choose. The association also sought action against the defaulters alleging violation of government notification.  Claiming that there are more than 200 registered local dealers in the state, it strongly demanded not to entertain the Non-APST dealership during the selection process.

 

PAYWA, DPTC provide relief  to Tadin fire victims

AALO, Mar 9: The Paktu Ao Youth Welfare Association and Donyi Polo Trust Committee Aalo distributed relief items to the fire victims of Tadin village.

Essential items, like aluminum buckets, pots, spoons and ration were provided to 14 families, who were rendered homeless in the fire. They are now sheltered at temporary camps constructed on self help basis by the villagers and well-wishers.

The properties lost or damaged in the fire are being assessed by a team from district administration under the supervision of Neema Dorjee, DDMO. DIPRO

 

Zilla Parishad meeting held

YINGKIONG, Mar 9: Upper Siang District Zilla Parishad meeting was held at Yingkiong in connection with finalization of schemes under grant-in-aid and to discuss various issues relating to Upper Siang Zilla Parishad.

In the meeting it was decided that scheme/works related to Rs. 60 lakhs received from the Govt. as a grant-in-aid will be taken up by all Zilla Parishad Members of Upper Siang constituency wise. The ZPC appealed all the ZPMs to implement the need based schemes as per the guidelines. It was also decided that coordination meeting with District Heads of Departments and Zilla Parishad meeting will be held atleast twice a year to work out the need based schemes for further submission to the higher authority.

Vote-on-account passed in Assembly amid BJP walkout

ITANAGAR, Mar 9: Arunachal Pradesh Legislative Assembly today passed the vote-on-account by voice vote as the Opposition BJP walked out in protest.

Opposition BJP led by its leader Tamiyo Taga staged a walkout from the Assembly protesting the tabling of Vote-on-Account by Chief Minister Nabam Tuki instead of a regular budget on March 5. Taga also accused the state Govt of siphoning off development funds and  announced his party's decision to boycott the rest of the proceedings of the session ending on Tuesday. The House later passed the Vote-on-Account by voice vote.

Responding to the accusation of the opposition, Chief Minister Nabam Tuki informed the Assembly that the Vote-on-Account was presented instead of a regular budget for want of clear-cut directives from the Centre.

Stating that a full-fledged budget cannot be presented without fund from the Centre, the Chief Minister said the Planning Commission never called for any meeting to finalize the annual plan for the state.  

Giving details of the fund position under various sources of Central Govt, CM said “Since the union budget has not been passed in the Parliament, under such circumstances, the state government cannot prepare a regular budget.

Tuki also cited example of Manipur, Nagaland, Mizoram and Tripura where Vote-on-Accounts were presented barring Assam, where a full-fledged budget was tabled since the neighbouring state has its own sources of revenue.

"The BJP members should have supported and assured the House to move the Centre for fund as SPA funds have been allocated equally to all constituencies without discrimination," Tuki quipped.  Criticizing the opposition leaders for staging walk out, the Chief Minister said “the Arunachal Pradesh Assembly has been maintaining the highest tradition of democracy. But the sanctity of Assembly was contravened for the first time in the state.” They should cooperate and wait for reply from the Govt on their allegations, the CM said while pointing at the Opposition leaders.

Earlier, Tamiyo Taga said that the Govt is not taking the Assembly very seriously. He blamed the state government of taking the assembly casually in contravention of the spirit of parliamentary democracy.

While opposing the Vote of Account, MLA Tumke Bagra wanted to know why regular budget have not been presented in the house.

Coming down heavily on the Govt, Tage Taki said “we will never accept this vote on account.” MLA Japu Deru also wanted to know what compelled the Govt to present a vote on account. There is no emergency situation or natural calamity to present such vote on account, Deru said.  In his short speech MLA Kento Rina said “I am not in favour of vote on account.”

Opposing the Vote on account, Tesam Pongte wanted to know why the session was reduced to three days instead of six days as notified earlier.

Participating in the debate, Parliamentary Secretary Hydro Power Phurpa Tsering urged the opposition bench to extend cooperation with the Govt. Justifying the Govt move to place the Vote on Account, Tsering said BJP has promised to bring “achhe din,” therefore we should work together for realizing the Achhe din.

Later talking to media persons, BJP opposition leader for Assembly Tamiyo Taga, said “we don’t want to be a part of wrong policies of the Govt. The BJP said that state government is trying to hide the truth before the house of floor because the starred and unstarred questions were given 12 days in advance for reply but the state govt. has failed to supply the queries being sought by the members, rather said that necessary information is being collected.

160 HEP allotted: The State Govt has allotted 160 hydro electric projects of installed capacity of 46948.20 MW to various CPUs & IPPs. Out of 160 HEPs, Ranganadi St-I HEP (405 MW) is under operation while Kameng HEP (600 MW), Pare HEP (110 MW) & Subansiri Lower HEP (2000 MW) are under execution.

All the rest of the projects are under survey & investigation, preparation of DPR and at various stages of clearance.

The implementation of most of the projects are not able to be started due to stipulation of the MoEF for requirement of basin study. The basin study has been completed in respect of Siang Basin and Subansiri Basin for which decision has not been taken by MoEF as of now. For other basins except Tawang Basin (conducted by State Govt), the basin study are yet to be started by Govt of India.

In few of the projects where clearances have been obtained like Nafra HEP (120 MW) and Demwe Lower HEP (1750 MW), there are various other problems like Financial Closure, cases in National Green Tribunal etc.

In respect of few projects, the local people are opposing the projects as well as conducting public hearing. This was informed  by Chief Minister Nabam Tuki  during question hour in the Assembly today.

Govt lifts NOC on tea: The government would lift the restriction for issue of No Objection Certificate for obtaining Land Possession Certificate for Tea Cultivation for the interest of tea grower. This was informed in the assembly today.  

Delay in implementation of TAH: The government has said that delay in implementation of Trans-Arunachal Highways was because of delays in final Forest clearance by MoEF and Land acquisition by District Administration and Slow progress of works by contracting agencies.

The government further said that it is initiating steps to stop construction of infrastructures on both side of notified TAH with constitution of High Power Committee (HPC) under the Chairmanship of Commissioner (Land Management) to identify unauthorized construction along RoW. The respective Deputy Commissioners of the districts have been directed to stop illegal construction.

 

 

MLAs & Govt. officials violate government order

ITANAGAR, Mar 9: The Governor of Arunachal had recently issued notification restricting the use of red beacon on vehicles in compliance with the Supreme Court order, which have been blatantly ignored by the elected representatives as well government officials in the state.

According to the order issued, 28th February was the last day to remove beacons from unauthorized users which include MLAs and government officials.

As per the notification, the red beacon with flasher on top of the vehicle, anywhere in Arunachal Pradesh can be used by Governor, Chief Minister, Chief Justice of the High Court, Speaker of the Legislative Assembly, Cabinet ministers, leader of opposition in legislative assembly and judges of the Guwahati High Court.

Deputy Commissioners and Superintendents of police will use vehicle fitted with blue light with flasher on top. MLAs and senior bureaucrats who are used to zoom around in the vehicle fitted with red light will have to give it up voluntarily or else get it removed by concern authorities.

While talking to this daily, Joint Secretary (JS) Transport Mimum Tayeng informed that they have started the process of removing red beacons.

 “We have circulated order to all concern including MLAs, deputy commissioners and govt. officials to follow the notification issued by Chief Secretary last month restricting the use of red light vehicle,” said JS Tayeng.

She further informed that they have started the process from civil secretariat and many red lights have been removed from various government vehicles.

However many MLAs, and deputy commissioners  are still blatantly violating government order by continuing to use red light in their vehicles. In the just concluded assembly session almost all the MLAs were seen driving around in the vehicle fitted with red light with flasher on top. Also none of the Deputy Commissioners and Superintendents of Police have till now removed red light from their respective vehicles. The question is will the authority concern show some courage to take action against the violators ?

 

 

Understand AIDS, End Discrimination

Multi Media Campaign on HIV/ AIDS at Tezu

TEZU, Mar 9: The multi media campaign on HIV/AIDS with the theme ‘Understand AIDS, End Discrimination’ reached Tezu on March 5.

Lohit District Deputy Commissioner Dr. BM Mishra, who kicked off the rock concert here at Amik Ringya hall, asked the youths of the state, particularly Tezu to share their knowledge on HIV and AIDS with their friends and family members so that maximum numbers of people are benefitted by the campaign.

Appreciating Arunachal Pradesh State Aids Control Society (APSACS) for making rock concerts as a medium to reach out to youths, the most vulnerable group, the Deputy Commissioner hoped the event will go along way in educating the youths about HIV and AIDS.

The DC also asked people not to discriminate people living with HIV.

District Medical Officer, Dr. Karik Basar urged people not to panic about HIV and take all preventive measures to avoid it. He also explained the meaning of ‘ABC’ of HIV prevention where ‘A’ stands for Abstinence, ‘B’ stands for be faithful to your partner and ‘C’ stands for condom usage. ArNP+ general secretary Yumrin Nokpa while sharing his experience of living with HIV virus appealed to the people not to discriminate people living with HIV but the virus. He appealed to all to take certain precautionary measures to avoid HIV/AIDS.

MWS moots for developing writing system in Mishmi language

ITANAGAR, Mar 9: Given the strong progress of the Hindi language in the region and the dangers of children forgetting how to speak their mother tongue, most of the tribal languages of Arunachal Pradesh are under threat of extinction, stated Mishmi Welfare Society (MWS) in a release.

“There are only some thousands of Mishmi speakers in the state and if no practical writing system is developed and taught in the schools, the Mishmi language will get extinct in the coming 50 years,” the MWS release cautioned.

With the arrival of linguistic expert, Dr. Roger Blench from Cambridge (United Kingdom) the work on Mishmi language has been put on roll. Roger was in Mishmi Hills (Roing and Tezu) for over fortnight studying culture, collecting words and recording sounds. The objective of his study trip was to help Mishmi language speakers to develop a practical writing system in a way that can easily be typed and read and is also easily taught to learners.

The three week long intense study culminated with a power-point presentation by Dr. Roger Blench on “Mishmi People and Their Languages” on 6th March, 2015 at BRC Hall, Tezu which was organized by Mishmi Welfare Society (MWS), Itanagar in collaboration with Cultural and Literary Society (CALSOM), Women Wing. The talk was attended by elites of Dibang and Lohit Valley.

Speaking on the occasion, Dr. Blench informed that he was amazed to find four different forms of languages under application in Mishmi community namely, common speaking language, shamans’ language, poetic/ lyrical language and the language of hunters. Interestingly, they differ from each other in many ways. This makes the Mishmi language a unique and the need to be preserved.

 

 

AIR Pasighat celebrates 49th Foundation Day

PASIGHAT, Mar 9: The All India Radio (AIR), Pasighat celebrated its 49th Anniversary on March 6 last.

On the occasion, a special one hour interview programme with veteran broadcasters, prominent social and cultural activists, artists and resource persons was broadcasted. The team also organised a cultural programme and a mass social service to mark the occasion. All India Radio, Pasighat the oldest Radio station in the state, was established way back in 1966 on 6th March when the state of Arunachal Pradesh was known as North East Frontier Agency (NEFA). It was inaugurated by the Late Kuttik Moyong, Political Assistant and renowned public leader of Pasighat. Initially the capacity of the transmitter was only 1.5 watt. Later, the existing 10 KW MW transmitter was formally inaugurated by former Chief Minister Gegong Apang on 27th January 1996.  

The Pasighat Radio Station has a huge collection of rare folk songs of local tribes in its archive and efforts are still on to collect more folklores and other tribal music.

Renowned Social and Cultural activist and writer Oshong Ering, IAS (RTD), retired announcer and veteran broadcaster Jatin Morang, senior radio artist Onom Taknyo, legendry artist of Adi community Talut Mize, social and cultural activists Oling Ratan, Oson Yomso were present on the occasion. Poor reading skills, lack of facilities plague Govt schools in Arunachal

ITANAGAR, Mar 9: The situation with basic reading is extremely disheartening in Arunachal Pradesh, according to a report published by Annual Status of Education Report (ASER).   In 2014, only 29.6% of Std III children could read a Std I text fluently and only 44.4% of Std V could read a Std II level text. Even in Std VIII, close to 73% children can read Std II level text (which implies that 25% still cannot).  The report is compiled based on responses from 9 districts and 229 villages, 4928 households, and about 9086 children in the age group of 3-16 years in the state. A total of visited 189 government schools were visited for the ASER study in Arunachal Pradesh.

ASER 2014 recorded 52.3% of children in Std V of the state could read an English sentence and out of these children who could read 76.7% could understand the sentence; in comparison only 24% children in Std V, nationally, could read an English sentence and out of the readers only 62.2% could comprehend the English sentence.

Arithmetic continues to be an upset in Arunachal as in other parts of country, but Arunachal children seems to marginally better than the national average. ASER 2014 recorded only 36.9% Std III children in the state could solve a simple 2 digit carry forward subtraction as compared to the national average of 25.4%. Similarly 35.8% children in Std V could compute a 3 digit by 1 digit division in Arunachal bettering the national of average of 26.1% in the same grade.

Teacher and child attendance showed no major changes from previous years.

ASER 2014 indicates that 83.7% of enrolled children in primary schools and 85.0% of enrolled children in upper primary schools were present on the day of the visit.

Trends over time show that children’s attendance both in primary and upper primary schools was higher in 2014 as compared to the previous 5 years. Percentage of teachers present in primary schools was recorded to be 84.7% and 82.3% in upper primary schools on the day of our visit in ASER 2014. This trend, barring a year in between, remains the same over the last 5 years.

The report further stated that School facilities have not seen much improvement.

The percentage of schools complying with RTE mandated pupil-teacher ratios has decreased from 78.0% in2010 to 69.4% in 2014.  In Arunachal Pradesh, as far as office/store, playground, boundary wall and kitchen shed are concerned, there is no marked difference as compared to other years.

With respect to drinking water provision and availability, drinking water was available in 53.5% of the schools that were visited. In 2012, this figure was 48.9%.

The status of toilet remains to be a worry. 30.8% of schools did not have a toilet and out of the schools that did only 35.1% was found to be useable. Similarly 51.6% of the schools did not have separate toilets for girls, and out of this schools that had only 24.5% were found to be useable.

Kitchen shed for cooking midday meal was found in only 57.4% of the schools visited and midday meal being served in only 57.5% schools on the day of our visit in ASER 2014.

Arunachal Pradesh is close to universal enrolment for the age group 6-14, with the percentage of children enrolled in school at 95% or above for five years in a row.

The percentage of children out of school in the age group 6-14 years recorded in 2014 is the lowest ever and stands at 2.1%.

Although enrollment levels are very high for the age group covered by the Right to Education Act (i.e. 6 to 14 years), the proportion of 15 to 16 year olds not enrolled in school is on the higher side, with 8% of boys and 7.5% of girls in the same age group are currently out of school. But it is comparatively lower than the all over India percentage which is 15.9% of boys and 17.3% of girls in this age group.   

The proportion of children enrolled in private schools has increased from 2010. In 2014, 24.5% of all 6-14 year old children in rural Arunachal Pradesh were found to be enrolled in private schools. This is big jump of 16.7% in 2010.

Every year ASER finds out whether children in rural India go to school, whether they can read simple test and whether they can do basic arithmetic. In 2005, 2007 and every year since 2009, ASER has also included and visit one government school in each sampled village. Since the implementation of the RTE Act in 2010, the school visit includes indicators of compliance with the norms and standards specified in the RTE Act.

 

 

Women emancipation, girl child education key issues during IWD celebration

ITANAGAR, Mar 9: International Women’s Day (IWD) celebration reports are still pouring in from various women groups, organizations, NGOs and associations throughout the state. Women emancipation, education of girl child and gender equability were the key topics for discussion in most of the celebrations.

At Donyi Polo Government College, Kamki, coordinator of Women’s Cell of the college Tage Ampa delivered lecture on key theme of the celebration “Empowering women, empowering humanity”.

Resource persons Karpi Rike, Assistant Professor, Department of English and Dr. Jumri Riba, Assistant Professor, Department of Geography talked on the topic “Status of women in tribal society” and “Women Education with special reference to RTE in Arunachal Pradesh”.

An essay writing competition was held on the topic “Equal rights, equal opportunities: Progress for all” to mark the occasion.

At Khonsa, Chairperson of Women’s Welfare Association Sontung Lowang Bangsia urged the participants to work towards emancipation of the womenfolk of Tirap district adding that no society could make any progress without the participation of the women. She appealed to all to take proper care of the girl child and opined that caring for the girl child should start from the family. She further exhorted the women of the district to maintain unity among themselves and urged them to cooperate with the WWA to serve the cause of the women effectively.

The DFCSO Misimbu Miri said that education of the girl child was of paramount importance adding that the parents should take proper care of the education of girl child.

District Art and Culture Officer Sira Meto also urged all the participants to take active part whenever programmes on woman’s emancipation and woman-centric functions were held. She asked them to open up and discuss their problems openly.

Earlier, the Vice Chairperson, WWA Wiwan Ramra threw light on the significance of the day.

The drugs menace and alcoholism in the district was also discussed during the celebration and resolved to fight tooth and nail against the twin menace.

At Seppa, Deputy Commissioner Sandeep Kumar Singh highlighted the various initiatives taken by the Government for women empowerment.

He opined that there should be financial empowerment of women and active women pressure group to fight against violence and atrocities against women, counseling mechanisms to the victims.

The DC while congratulating Longmak Taniang Dada for being chosen for the Zilla Mahila Samman award, said that she is an inspiration for the others to follow to work for the society.

Earlier, the DC Longmak Taniang Dada was chosen for the Zilla Mahila Samman award for the year and awarded with cash prize with citation.

ADC Pooja Jain highlighted the significance of Women’s Day celebration.

DK Thungon, CDPO informed of the Juvenile Justice Board which is functional in the district.

At Aalo, The International Women’s Day organized by West Siang unit of APWWS in collaboration with District Health Society.

Chairing the meeting, Marbom Bagra, President APWWS highlighted the activities undertaken by West Siang women and appealed for greater participation among women folk for the larger interest of the society.

Hoksum Ori, Secretary General APWWS gave a detailed deliberation on women movement all over the world.

Yaken Ete, Jumke Gamlin, Gadam Lollen, Lee Sora and others also spoke on the role of women in the society.

Kengo Ori DFWO and Meena Koje, Principal ANM dwelt at length on women related ailments and stressed on timely immunization provided by medical department from time to time. Free health checkup and tip on hand washing were also demonstrated on the occasion by the medical department.  

At Tezu, the main theme of the celebration was “make it happen’.

Attending the celebration, Astha Lakshmi, Additional Deputy Commissioner while highlighting the importance of education, encouraged the women in Mishmi society to educate their daughters so that they are able to stand on their own feet and become aware of their life’s choices.

“Education changes the perspective of life and it will provide small details from living a healthy and hygiene life to learning moral etiquettes, something which are essential for a woman to know and understand,” she emphasized.

She expressed her desire to help those women who are in need of help and said, ‘you can share your problems with me.”

District Tourism Officer Dibroo Catherine Boo spoke on the need to cultivate sense of responsibility and respect for women to the sons from early age. As mothers we have that responsibility to teach our sons to respect women right from early age. Our small initiative can bring lots of changes which can prove to be advantageous to the future women generation and our society, she said.

ICDS Deputy Director Amo highlighted on the aims and objective of International Women’s Day saying that the Day gives us an opportunity to celebrate the achievements of women while calling for greater equality.

CDPO Sujan Chai highlighted on the status of women in North East by saying that North East and Mishmi Society in particular is less known when it comes to women discrimination. Changes have come no doubt economically and socially but there is still a miles to go for equality. Empowering women is empowering humanity, she added.

Reader activists of APNE library Wakro remembered and paid tributes to women pioneers and achievers yesterday on the International Women’s Day with a presentation of skits, book reading and poetry recitations.

Complimenting the activists and readers, Anisha Jalan, member Jalan Industries, Dibrugarh, appealed to the activists to strive for excellence in education using the library suitably. Quoting eminent jurist Nani Palkhiwalla, she reminded the audience that a purposeful education alone can empower the society to face the challenges of life.

Jalan handed over to activists Naseeblu Minin and Welly Ngadong, a gift of classics and books on wildlife donated by patron Dr. Ramana Athreya from Pune.

Conveying his heartfelt appreciations for the library activists, Dr. Athreya hoped that the books would stimulate learning among the readers of Wakro. Ms Jalan also presented a set of books to the APNE library.

Highlighting the significance of the day, Manju Ama, Principal KGBV Wakro pointed out that it was an occasion to learn from the past leaders and to work for a better future.

The highlight of the day was the skit on Helen Keller by Asuni Khamblai and team. The life of Helen Keller came alive as a person who had not only overcome her handicaps of being blind, deaf and dumb, but campaigned to make educational facilities available for such disabled persons at school and university levels all over the world. Equally inspiring was the skit by Kishalu Kri and team on Anutai Wagh, the mother of Anganwadi Movement.

At Sagalee, Arunachal Pradesh Women's Welfare Society (APWWS) Sagalee branch president Nabam Yally focused on women education and their equal status in society.

Techi Ramda, EE PWD, Sagalee division and Techi Totu Tara, AE RWD Sagalee also attended the programme.

Over 500 people, including public leaders, officers, Gaon Borahs, youths and women of entire Sagalee sub-division attended the programme.

Earlier, a rally was organized at Sagalee township with "Beti Bachao" Polygamy Choro" slogans and for greater rights for women.

At Namsai, the Women’s Day was celebrated with a day-long programme by Women Welfare Society (WWS), Namsai, wherein more than 100 women from various places attended.

The WWS facilitated some women achievers including Dr. Chamma Manpoong, first lady doctor from Khampti Community, Sati Mein, first woman MLA of Namsai, Nang Omseng Namchoom, first chief patron of WWS, Nang Kenchini Namchoom, first woman ZPM of Namsai, Nang Sikhawati Namchoom, state level Gold Medalist for social activities and Nirmala Maio, first Headmistress of Singpho community, in recognition of their services and co- operation towards the welfare of the people.

Namsai MLA Chow Zingnu Namchoom, Deputy Commissioner RK Sharma and former MLA Sati Mein spoke elaborately about women empowerment and emancipation while Women Welfare Society, Namsai president Shristhi Maiospoke on the significance of the celebration.

Dr. Sulanti Namchoom gave a detailed knowledge about female related health problems such as RTI, STD, Anti-Natal care and family planning. M. Tangha, imparted knowledge about women empowerment and domestic violence, one of the bitter realities prevailing in many homes.

The day was also celebrated in a befitting manner in Jairampur jointly by women group of Jairampur and R.K. Mossang Memorial Society.

Speakers, including ADC K. Riba, RK Mossang Memorial Society Chairperson Komoli Mosang, ZPM Tusham Longri, Anchal Chairperson Jairampur Nobin Kam Tikhak spoke on different issues related to women.

Some selected women achievers were also felicitated on the occasion. The students of schools of RK Mossang Memorial Society and children of Kovil and Longman Village presented cultural programmes.

 

 

Arunachal Spring Carnival from March 17

PASIGHAT, Mar 9: A coordination meeting on Arunachal Spring Carnival at Pasighat from March 17 to 19 was held today at DC’s office Pasighat.

Addressing the house, DC incharge Ruchika Katyal appealed all to contribute their best for making the celebration a grand success for upliftment of tourism industry. She hoped that this effort will attract both domestic and outsiders.

She said that Pasighat has interesting history and cultural heritage of Adi community is a greatest asset for tourism development which should be promoted by all.

Tourism Director Karma Leki said, “the annual festival aims to promote Pasighat as a world class tourism destination and showcase the best of what it has to offer to the world in terms of art, culture, eco-adventure opportunities, food, handicraft, sports and natural beauty.” Tourism being a factor of development will help to develop a destination where people visit for cultural activities and their natural attraction, therefore the Government officers, local leaders and tourism experts should work out a strategy in promoting our cultural heritage, he added.

Earlier, DTO (Tourism) Tate Tatak urged the district administration to ensure proper functioning of all ATMs during the celebration so that the visitors feel no hardship.

Issues like roads, drinking water, electricity, accommodation, traffic regulations, security etc were discussed in the meeting.

Various ethnic tribes of the state will showcase their traditional songs and dances, indigenous handicraft and handloom items including traditional attires, jewelleries and other decorative items and household products during the festival. DIPRO

 

 

Villagers urged to maintain high degree of sanitation practices

ITANAGAR, Mar 09: The PHE and WS division, Seppa has conducted series of block level workshop, field testing kits (FTK) training and school activities on Swachh Bharat Abhiyan-Gramin at various schools under Bana, Pakke Kessang, Pipu, Khenewa, Bameng and Chayang Tajo blocks.

The training programmes were actively participated by the PRI members, teachers, anganwadi workers, ASHA workers and villagers etc.

Koro Liyak, District Consultant (Water and Sanitation) while stressing the need of maintaining high degree of health and sanitation practices  and the importance of Village Water & Sanitation Committee (VWSC), stated that the rural people are still unaware of good hygienic practices due to which the Govt. has launched various programmes like, CRSP,TSC, NBA, SBM-G etc. He informed that most of the water borne diseases are caused by open defecation and drinking of unsafe water. He advised the people to stop the practice and build individual house hold latrine for which Government provides assistance.

Tung Sono, Assistant Engineer, explained about how to maintain drinking water, health and sanitation practices and the role of Village Water & Sanitation committee (VWSC).

M. Riba Executive Engineer PHE & WS Division, Seppa, dwelt in length about various water borne diseases. He suggested that drinking boiled water is the safest way to prevent water borne diseases. He said that rural people are still practicing pigsty latrine and open defecation system the major causes for various diseases. He suggested the villagers to avail the opportunity of IHHL scheme implemented by government.

At Bana, T. Tapak, S E Rupa attended in the training and encouraged the gathering to maintain hygienic practices and to adopt low cost toilet funded by the GoI.

Chapi Riang, District Consultant, HRD, asked participants to rear pigs in proper and hygiene manner and encouraged them to abolish pigsty latrine and use sanitary toilet only.

Facets of a hospital

Dear Editor,

Recently, the health minister, the local MLA along with other dignitaries visited general hospital Pasighat. The esteemed authority of the general hospital might have had the pride of showing the grandeur of the hospital to visiting dignitaries, like the indoor wards, the OTs & the pay cabins which are better maintained as per the Pasighat hospital is concerned. To the commoners like us this hospital is a temple and the doctors & the staffs the priests who are the only shoulder to lean on in moments of despair. This, temple has a long history since its inception in 1912, from a mere thatch hut to Present day concrete structure with wide catchment area ranging from remote villages of Siang districts to border area of Assam. It has been felt that many a devoted heads of this institution have tried in their varying capacities to improvise its standard for the benefit of the people. Currently, the medical premise is under CCTV coverage, dustbins well located and visitors’ schedules well specified. Its different matter how much people follows the rule or the staffs executes the rules. But, the internationally appreciated national ripple called Swatch Bharat mission has yet to be implemented in some basic corners within the hospital. The indoor wards toilet still enjoys the age old reputation of stinking hell and window side walls still is painted with paan spits. The fixed waiting chairs thrown off or missing, ceilings cracked, switch board non functioning or broken and drains over flooding. These parts & faces of the hospital also deserves visits of the honble minister & leaders and need to be addressed. After all, this is the millennium hospital and poor man’s destiny. We honour the hospital, the doctors & the staffs greatly and don’t want the hospital deteriorated. And, this hospital doesn’t have alternate power source even during emergency and to lighten the wards.

Renaming Fiasco! 

Dear Editor,

The move by the state Govt to rename important public infrastructure in memories of late and departed beloved public leaders is indeed praiseworthy. However, the case of renaming of “Abotani Hall” in Ziro seems to myopic! We don’t think any individual is above our ancestor and forefather Abotani, who is considered the ancestor of entire Abotani belt including Apatanis, Adi, Galo, Nyishi,Tagin and Mishings of Assam. The ABOTANI HALL therefore should be kept intact as a gathering/centre point of all these tribes whenever they are at Ziro and to remind them and reinforce their legacy, pride, roots and their history. Hence, the decision of renaming of ABOTANI HALL by the state govt. should be changed and an alternative suitable place for the designated beloved leader should be provided in its lieu in the interest of TANII belt.

Without PAP

Dear Editor,

A Belgian and a Brazilian entered Naharlagun Railway Station on 6th March 2015 without PAP.

But they were helped with PAP through M/s Mercy Tour & Travel, Itanagar and were sent to Ziro.  

I thank Department of Tourism, Govt of Arunachal Pradesh & Arunachal Pradesh Tour Operators Association for giving my agency privilege to assist them with PAP and other necessary services.

These tourists expressed their thankfulness to the prompt assistance given by Director Tourism Karma Leki & Secretary Tourism Joram Beda and District Tourism Officer, Railway Station, Naharlagun TK Kopak.

Recreational opportunities can create conducive environment

Dear Editor

Dera Natung Government College Itanagar takes the pride of imparting education to more than 7000 sons and daughters of all tribes of Arunachal Pradesh besides large number of non Arunachalees hailing from different part of our motherland. In absence of proper co-curricular and extension activities after academic and curricular periods they do not have re-creational opportunities. They find it difficult to spend their leisure hours. As it is rightly said an empty mind is devil houses “some immature students have serious deviation towards unwanted and unhealthy habits such as gambling, drug addiction, alcoholic addiction and sometimes even creating law and orders problems. They think that only this can help them overcome boredom and monotony.

If re-creation opportunities are made available, the collegians who are very talented can contribute to different fields and professions such as game, sports, cultural and literary activities with utmost professionalism because every student has hidden talent in some or others field. If opportunities through basic infrastructure facilities are provided, DNGC can produce good footballers, cricketer’s volleyball and badminton players, athletics, swimmers,  table tennis players, dancers, singers, painters, actors, shooters, who can bring laurel towards beloved Arunachal Pradesh and also toward nation, while studying simultaneously.  The collegians can nurture and grow their co-curricular talents. But all these can be possible if the authorities concerned provide required amount of infrastructure to promote not only games and sports, cultural and literary activities but more important to preserve propagate and promote our age old rich cultural heritage. At the same time re- creational opportunities will go a long way in making college students more disciplined, dedicated and better citizens besides creating more conducive environment not only in the college campus but also in our capital complex itself.

BJP walking on tight-rope

Release of the hard-line separatist leader Masarat Alam from jail by Jammu and Kashmir government has angered the whole nation. Alam is alleged to have masterminded the 2010 uprising against India in which many innocent people died due to the clashes between security forces and locals.   The action of PDP-BJP coalition government led by Chief Minister Mufti Mohammed Sayeed has baffled every Indian. Mufti seems to be more lenient towards separatists and does not seem worried about governance. He caused big embarrassment to the nation by thanking Pakistan, terrorists and Hurriyat leaders for allowing peaceful state election. By doing so, he has undermined the efforts of security forces; election commission of India and active participation of the people of J & K.

Surprisingly BJP which always harps about nationalism is continuing alliance even though its partner PDP is busy in initiating many anti-India steps. The Masarat Alam issue today rocked parliament too. Both Prime Minister and Home Minister were forced to make statement on the issue. Home Minister Rajnath Singh told both the house that government has sought further clarifications from Jammu and Kashmir government on the release of Hurriyat leader Masarat Alam from Jail.  He said the government is not satisfied with the report sent by the Home department of the state. His assurance though failed to assuage the opposition parties who continued to attack BJP for not snapping ties with PDP. In the coming days, it will be interesting to see whether BJP continues to ignore the adventurism of PDP or will they exhibit the courage to break alliance with them?
